Because he is a most effective and determined Republican President whose agenda is to do what's right for America.
If he were to be a Democrat (gasp) and performed in the same fashion he would be touted as a Saviour of mankind.

Here's why:
First off, you need to understand that the dems are basically Pagans, now. Their pantheon of gods is called Government.
Government Can Do Anything. We Need Our Benevolent Gods Ruling Government.
Thus, eight years of Clinton. Immoral? Hardly, simply godlike (in a greco-roman kind of way: cheating on the wife, messing with the 'mortal' chicks, etc.,)
Thus, their outrage now. To a dem, a 'governmentian', this is like the Last Days. Worse, since there is no Book of Revelations for them, they have no ingrained hope of eventual salvation.
So, the anti-guv (Bush), sits upon the throne and weilds his malignant powers across the globe (remember - governmentians think government = gods).
So, Bush causes wars to rage for his own profit. So, Bush causes tsunamis to destroy thousands, for his own enjoyment. And so, Bush causes (or at the least, fails to stop) a hurricane from ravaging the shores of the gulf coast.
So New Orleans must fall, since it is inhabited by the Righteous (democrat governmentians), and the evil anti-guv received no sacrifice (votes) from them.
Government = pantheon, Bush = Dark Usurper To The Holy Democrat Throne.
Anyway, that's my theory, and I'm sticking to it.

The only earthquake he can be referring to happened in 1989, when George H.W. Bush was president. I don't remember anything much more that 5.4 in the Bay Area during the Clinton years.
