It should be under the military.FEMA rolls in a disaster. Our military is primarily to protect the country from foriegn invaders, but when they are let loose in something like NO or Iraq they distinguish themselves like no other org.
Not red cross or sally or any others.

A suitcase nuke would probably cause more turmoil but the damage would be minuscule in comparison.

All the Arabs in the world do not have the power to tear up 90,000 square miles of America.

What is very clear from this article is: America is no more prepared for a major disaster than it ever was.

Our federal, state and local governments are too large and bureaucratic to help people after a disaster. There are too many military officers and civilian feds arguing over turf to care for dying people in an emergency.

With a cumbersome pile of red tape as described in this article, we should simply conclude THE GOVERNMENT WILL NOT HELP YOU until all of its forms and procedures are complete.

That we all may be dead by then is beside the point!

The mountain of procedures and paperwork must be followed and the dying be damned!

America was better prepared BEFORE 9/11 and the Dept. of Homeland Security was created!

Thanks Congress and the President for making disaster assistance more complicated and delayed than ever!

"The government" is a united system of local, State and National governments "of the people and by the people," under the rule of law that is the Constitution.

The local and State - and even 'the people' - failed to trigger the forces available to them and refused to recognize that they were over their heads in order to call out the National forces.

Would any of us have the President of the United States move the Army into cities before *every* form is followed?

Today, the story of Mrs. Floritta on Fox showed us what a grown up, even with limited resources, can do when she determines that she is responsible for herself.

If those who could had evacuated and those who couldn't, like Mrs Floritta, had either stored up water and food for themselves or reported to the shelters with the suggested 3 days' rations, the story would be different, wouldn't it?

The only people who would have required urgent rescue would have been those who were in the path of the moving water and trapped in attics. The only ones who would have been killed would have been those whose attics actually flooded.

The chain of command is convoluted and widespread. Rather than just ask for and receive permission to act where they see a need, the military's role is subjugated to FEMA, which is subjugated to the governor, who doesn't know what the heck she's doing but doesn't want to let go of the power.

In the meantime, all these resources and all these people are sitting there gently offering suggestions as how the Guv should act and what she needs to do, but she's apparently too thick to get it (or perhaps too frightened to relenquish control).
