If yes, this would leave little room for a fleet of busses to make their departure. On the other hand, if the interstate traffic petered down to a few stragglers prior to the full brunt of the storm, its all the more damning for the mayor.

LOL, I don't mean any disrespect and this is a terrible thing but please look at how the national disaster response organization is organized. Once the area was declared a disaster area Bush (FEMA) could only respond to requests from State and Local. It wasn't until it was clear that these Bozo's couldn't handle anything that FEMA is having to take control. They are apparently having to construct an entire ER network from the ground up. It's a wonder anything is even in place now. Get a grip, they are trying to replace a system that should have already been in place for years.
