You know what? Just hot wire the buses, and steal them, steal them all. If I hear one more deflective legalism, I think I will go postal. Without luck each and every one not on one of those buses not used out, would have been dead, DEAD. When that happens, you throw the statutes into dust pin. I hope I have made that clear. Hearing all about the fleet of busses, turned submarines by the flooding: were the interstates jammed with evacuees up until the 175 mph winds hit? If yes, this would leave little room for a fleet of busses to make their departure. On the other hand, if the interstate traffic petered down to a few stragglers prior to the full brunt of the storm, its all the more damning for the mayor.

Exactly, they're going to try to do to #43 what they did to #41 over Hurricane Andrew. And that helped give us Clinton. The hurricane is over but the PR war has just begun.

Well for your education it is "buses" and President Bush told him to start the evacuation well before the hurricane hit land.

LOL, I don't mean any disrespect and this is a terrible thing but please look at how the national disaster response organization is organized. Once the area was declared a disaster area Bush (FEMA) could only respond to requests from State and Local. It wasn't until it was clear that these Bozo's couldn't handle anything that FEMA is having to take control. They are apparently having to construct an entire ER network from the ground up. It's a wonder anything is even in place now. Get a grip, they are trying to replace a system that should have already been in place for years.
