I don't understand what 1871, Chicago and Hastert have to do with spending $100 billion dollar to build a city under sea level without a debate.
It sounds like your emotions are taking control of your senses. Regardless of your opinions of Hastert, you must agree that reason must prevail, and Federal dollars should be spent above sea level.

No, my point is that Hastert, being from Illinois, is extremely insensitive to the situation in the South, and the point is that if he'd been alive in 1871, during the Chicago Fire, would he have made such a statement about NOT rebuilding that city? I think not.
Hastert put his foot in his mouth (from the backtracking that he did) and should be held to account for it. NO is a wonderful city, and should be rebuilt, albeit with more protections and adaptations to withstand the environment.
