If a television manufacturer makes some televisions of a certain model but then never ships them, then later on televisions of that model show up in a secondhand store, it would be reasonable to conclude they were stolen.
If the mint records are true then so sad for the lady, she came across some stolen property and it has to be given back. I'd hope the gummint would give her some pittance for her trouble but that's it.
that's what the DEA says when they steal things.
that's what the SCOTUS says is ok for cities to do.
"If the mint records are true then so sad for the lady, she came across some stolen property and it has to be given back."
Hell, she didn't "come across it" willy-nilly--her father was fenced them for the thief!

It would be nice for the 'mint' to give them a reward for the recovery of those coins. After all, they were being honest, they could have sold them secretly.
The plot thickens if she knew how the coins had gotten to her dad and that it was not kosher.

It's well known in nuimismatic circles, which she happens to run in. There's a great book out there titled "Illegal Tender" that documents the involvement of her father in fencing the goods.
escaped=stolen? I am betting that many people working there in higher positions took home a few "souveniers" and people including the goverment are using the word "stolen" without proof. I am amzed at the idiots this list allows to post regularly. Of course with all the idiots out there being allowed to breed indiscriminately, we will be a nation of morons in no time. As it is 95% of our populace is wasting air, and these "posting" groups make that as clear as can be. The lady should have been allowed to auction the coins, and since damaged money is technically no valid currency, all the double strikes etc should be subject to seizure. Errors in stamps too. What would all the collectors think if the government seized all that stuff? I'm betting there would be some outrage...
