There is no difference. The rules for matters like this ought to be set in the family, not by the state. Families of drunks will not prosper. Families where children are taught to relish knowledge and the value of study will produce future leaders. Culture, as an wider extension of "family" clearly has an impact too: witness the large numbers of Indians and Japanese in technology and medical research, for example.

Hey, what was the game for the Atari Jaguar (and maybe others) that featured a Defender-style space side shooter format, with cinematics that included still photos of real lions, tigers, leopards, etc. standing upright and dressed like high-ranking military officers giving you your mission briefings?
