1. It takes a small miracle to get a Republican elected to statewide office in the first place in California
2. The state had real financial problems that any governor was going to get hit with.
3. Belt tightening is never popular with the masses
and perhaps most importantly - he can't run for President - he has taken on a big job that will take time.

It "merely" requires changes to the Constitution.
Most Republicans (and the entire NRA) would oppose it
precisely to keep this RINO from becoming POTUS.
Democrats would only support it if accompanied by a
lifting of the POTUS term limits, so Bubba could run
again.

Arnold has every job in America open to him.
Save one. Well, two, actually.
He may not be elected to the position of President or Vice-President of the United States. He may be appointed to any Constitutional office, and upon confirmation, take that job.
Could you imagine him as, say, Secretary of State, walking into an important international meeting, with a double-barreled pistol-grip shotgun, with chambers open, bringing the weapon up with a snap closing the loaded chambers, then announcing, "Let's talk."
I guess I have just watched too many action movies.
I kind of like the idea of him at a press conference, wearing the gargoyles, leaning toward some NYT reporter who asked another loaded stupid question and saying, "your pants...give them to me".

As much as i like Arnold i wholeheartedly agree.
I never understood why its Constitutional for a naturalized citizen to serve in an appointed position that is in the line of succession. Should it occur (highly unlikely) that all the people above said appointee are unable to perform the job, do they become President anyway, or are they passed over to the next one person on the list?
