Well, like it or not, this Representative Republic in which we live has legislated that it is up to we "privileged" U.S. citizens to look after the "under-privileged" U.S. citizens, blue-eyed, green-eyed, brown-eyed, cock-eyed, cross-eyed, etc. That "safety net" is one of the privileges of being a U.S. citizens. I don't largely believe in these programs to begin with (I'm a pull yourself up by your bootstraps type) but, even our own citizens are beginning to not be able to avail themselves to these programs because of the weight of illegal aliens on the rolls now.
But Joe does know how to run a frugal jail that noone wants to return to. So the Chief can Teach Joe about illegal and Joe can teach the Chief how to run a frugal effective jail.
