The way to make if fly is to hit on the issue of the Tenth amendment as well.

Those powers not given to the fed level...are left to the state level.

Tie that in with what is says in the first......and it's easy to see.

However......it seems after attending liberal law schools...the ability to draw basis from simple reading is lost.
