Senator Durbin, only your resignation would be an appropriate response to what you said and how you damaged the reputation of the Senate and put our troops in harm's way.
He was apologizing for people being so stupid they didn't understand what he first said.

That wasn't an apology. It was another non-apology apology. If he'd wanted to apologize, he'd have said:

Dick Durbin slandered U.S. Marines and American intelligence agents at Guantanimo by accusing them of acting like Nazis, Soviets, and the Kmher Rouge. Not once in his so-called "apologies" did he retract that accusation, not once. Because of his failure to admit that he was wrong, the U.S. Senate must formally rebuke Durbin. Failing to do that means the Senate accepts his accusations, now on the official record, without formally rejecting them.
