Pretty sure Maine is the same as Texas in this respect:
If you search through the statutes, you'll find the only *legal* entities are counties.
States are *political* subdivisions. Since cities, towns, etc are subdivisions of the State, they too are *political* subdivisions.
That's why the state has to assume the duties of the city and not the county.
Some dinky town of 145 probably could get by with one part-time constable/dog catcher/building inspector person.
If any of you think complete law enforcement is a good thing,then go read your states laws and you will find out there are so many,often contradictory regulations,that you cannot obey all the laws.
Here in Hoosierland ,I was in real danger of a quarter-million dollar fine and felony charges for failing to file enviromental paperwork for an enterprise that was only contemplated,never initiated by my deceased father. All this was based on decades old files of some county or FHA agent. Even when the official from the capitol saw with his own eyes that said enterprise did not,and had not existed,I was still required to fill out papers withdrawing the application.
Oh for the days before socialism.

Albany is an unorganozed township. It's taxes have gone from 1300 on a 100,000 assesment to under 125.
As for govt. NONE, got it, NONE, need a building permit, go to the state, it is just about aurtomatic.
Their roads are better, their kids still go to the same schools.
and as for protection, well, you are welcome to go their and try somehting, my guess is you would be the one calling the cops.
