I think his doctor should declare him incompetent and have him confined to Plains, and order him to stop meddling in the affairs of our government. He had his turn and he failed miserably.
The media will continue to report his stupid remarks as long as it supports their liberal ideology and embarrasses President Bush. No other living ex-President has ever meddled and criticized their predecessor like Carter and Clinton have. Both show a complete lack of class, and, unfortunately, they are both from the South.
In his book, he mentions a meeting that Gromyko had with Jimmy Carter in 1977. Afterwards, he asked Gromyko how the meeting went. Gromyko scowled, "Read the cable!" Then he smiled and said, "He thinks that we're just like another Western democracy. I think in the end, we're going to get him to agree to a lot of things that we want."
The U.S. called on Carter to shut his piehole 25 years ago and he still hasn't gotten the message. How smart could he be?

Since these murderers are supposedly operating outside the bounds of international statecraft, let their organization leaders (i.e bin Laden, zaqarwi) step forward and prove their innocence and negotiate their release. Otherwise, let Bush and team handle their unique imprisonment. As is in all wars, when this one is over, only then should the conditions of release be discussed. Whether it is 3 years or 10 years. These guys are not represenative of typical drivebys in LA, therefore their so-called rights are not parallel. These are enemy prisoners of war. That is why this is legal. Their unleashed idiocy has brought it on themselves.
If Carter is so worried about their internment, let him build a camp in Georgia and run a anti-recidivism program based on peanut shelling and canning billy beer, and the discuss the nutritional value of pork rinds. Oops, belay that on the pork rinds. Might offend someone.
Carter is still trying desparately to counter the prevailing school of thought that he was, in fact, the worst president of the 20th century and possibly all time.

Yet somehow he got ranked as one of the 100 greatest Americans on the History Channel. Matt Lauer even called him the go-to-guy to certify the validity of elections.
