If I pay for my food, the salsa bar is part of the deal.
I take what I can eat with the food that I PAID them for.
Now if someone walks in off the street, ask for a free water cup, and loads up on salsa, that is FREE, and of course is stealing.

Guess what though ? I saw the very crime you describe done within a fresh mex restaraunt located within Los Angeles proper. Of course this was after they did eat a meal. But I think the meal was split between the three of them. Obviously not members of the 'will work for food' bourgeois.

I watched a guy order the smallest food item at El Pollo Loco, and proceed to get his own plastic containers from the paper bag he brought in,
He then takes enough salsa to feed five people, a cup of wate, and heads home in his beater.
One day the manager saw him, objected. The guy was pissed, that somebody finally noticed his little scam=stealing.
