You make the erroneous assumption that the WOT is only carried out with regular military units, when in fact the WOT is carried out more extensively in financial venues, diplomatic venues, with technological means, with covert means and with international intelligence co-operative operations. Troops on the ground are simply the most visible part of the WOT, not the main body of the WOT.

Sadaam Hussein placed many of his "sovereign rights" subject to the conditions that he agreed to with the truce he signed when the main fighting stopped, temporarily, in 1991. The state of belligerancy was not ended, and all his "sovereign rights" would not again be his to freely excercise until he signed a peace treaty to formally end the hostilities. He was not going to get a peace treaty, and thus many of his soverign rights would still be subject to the truce, unless he came unequivocably clean on his WMDs. Paradoxically, he preffered that everybody think he was lying when he said he had none. That is what he had convinced the worlds intelligence anaylsyts. Thus, many of his "sovereign rights" remained given up to the truce he continued to abrogate. After 12 years of that truce being in constant violation by Sadaam, it was clear he would never meet the conditions needed to be out from under those truce conditions. Iraqi sovereignty had to be restored, but it could not be restored to Sadaam, so he lost to his own game. Now Iraqi sovereignty is being restored, to a government that is being chosen by the Iraqi people. What you cannot see is that history is not repeating itself. This is not the 1940s, we are not the British, the Middle East and its people are not the same as in the 1940s, not unchanged, untouched by theirs and the worlds experience of the last sixty years. If taking the "negative" position makes you feel good, go ahead.
