This is based strickly on financial considerations. The cost of living and operating in some states is higher because of the environment created by the state governments. Even though the military doesn't pay taxes, the cost of hiring locals, the living costs for military personnel etc. is higher.
Yes, jobs will be lost, but most of the people who have worked well will be offered transfers to another base.

Well, Maine does have two RINO US senators protecting their interests, maybe they should rethink the wisdom of urinating the prez off at every opportunity??
