I'm thinking that the timing of this announcement is intended to assist the LAPD in their efforts to smooth ruffled feathers among Mexican activists over policy changes inside the department.
For many years now the police have had nothing to do with immigration status; now they will be making arrests based solely on illegal reentry. It's this type of scum they will be targeting, not the run of the mill border runner, and they are trying to convince the whining, publicity hungry, organizers that this is a good thing for the community.
Mom and Pop Illegal possess common sense and know this is a good change but you won't see them getting air time on the news reports.

Former Homeland Security Deputy Secretary James Loy told a Senate committee in February that MS-13 was an emerging national security threat, suggesting that terrorists may have targeted the gang's illegal-alien smuggling operations to enter the country.
