Either way, for people at the subsistence level, socialism might be a better choice.
And just what is the subsistence level here in the united States...not having a 250 anytime minute plan, other than 'basic' cable television service, a pre '90 model year vehicle, less than 1200 sq. ft. living space, dial-up ISP, not enough disposable income to dine out more than once per week, etcetera.
Come on, people at less than these levels get Federal aid, you know this! But why is it that a conservative - such as yourself - wants the government to protect us from the natural outcomes of the market?
