Problem partially solved.
Ask Sheriff Joe Arpayo in Maricopa County, AZ (Phoenix) how to house an overflow of prisoners. He uses high chain link fences, barbed wire and razor wire instead of stone walls. He uses bivouac tents for shelters. He uses "green" (well aged) bologna and stale bread for meals.
I'm reasonably sure the fed gov't has a few hundred acres that could be used as a detention center.
Perhaps sitting on their rear ends in such a place for a few months waiting for a hearing might dissuade quite a few border jumpers
