You make a good point, and this subject has been the cause of several debates in the Supreme Court over the years. if I understood their thoughts on this they felt that "debate on public issues should be inhibited, robust and wide open and that it may include vehement, caustic and sometimes unpleasantly sharp attacks on government and public officials." It appears however, that when the speech incites violence, criminal activity, or is libelous against individuals the line is drawn. So that is a excellent comment that while free speech is guaranteed there are limits. As you said people are responsible for the consequences of their expressions of opinion.
