California remains mired in a budget mess for the simple reason that the state government continues to spend taxpayers' dollars far in excess of the revenues that come in. Because the Democratic-controlled Legislature refuses to control its spending habits, Gov. Arnold Schwarzenegger is looking to put a spending limitation on the November ballot that forces the government to live within its means. So far, so good.
Unfortunately, he might be leaning toward a measure backed by the California Chamber of Commerce and the Business Roundtable that, if enacted, would limit spending only in rare instances and could be used as a justification for increasing taxes.
A spending limit should, in theory, significantly limit spending. But the "California Live Within Our Means Act" is a thrown-together idea that gives the appearance of limiting spending without sufficiently doing so. The apparent goal is a political one: to short-circuit a real spending cap proposed by Sen. John Campbell (limiting budget growth to an increase in population and inflation).
The California Live Within Our Means Act would limit spending increases to the average increase in revenues from the past three years' budgets. It would give the governor the power to trigger across-the- board spending cuts when the Legislature overspends that limit, but there is nothing to stop the Legislature from relying on tax increases to "fix" the overspending.
If Gov. Schwarzenegger embraces this foolish idea rather than the serious limits proposed by Sen. Campbell, the public had better brace for continuing budget crises and a renewed pitch for higher taxes. Better no reform at all than this phony bill of goods.

Though they did mention the bad schools but no mention of why.
Middle class moving away -- tax base moving out big time. Not looking good for the DPRK.
