I've heard it argued the Republicans blocked 63, 50%, 25%....It's hard to make a case for Bush without numbers.
Methinks one of the problems is one of timing. Let's say they blocked 50% in year x but approved half of those the following year.
The Dems can argue and be at least "technically" right saying the Reps blocked 50%.....but since they finally approved them the following year....they aren't being intellectually honest. Imagine that!

The only thing about this effort is the group has to be sure to present the problem in a way that busy, ordinary people can understand. Avoid legalese/constitutionalese, etc.
They have to focus on the tryanny of the minority and the unfairness of the few keeping the whole Congress from voting on nominees.
They need to emphasize that members who oppose a nominee can always vote against him/her. But that it is a total abuse of power to keep others from voting their conscience just because they know they are going to LOSE.
