Unlike your trip, my trip to Ireland (a similarly powerless insignificant nation) during the Iraq War was no picnic. My Brother and I were harassed by the Irish people there who were angry that America would have the gall to attack peaceful Iraq. I suspect your liberal attitude has blinded you to the fact that most people in other countries hate us, and do not have any reservations about demeaning, threatening, or harassing Americans over our government's policies. To most people in Europe we are a gosh hick people that should not have the power, prestige, or world chairship that we do. This is an attitude that has spread since the fall of the Soviet Union, mainly because communism doesn't seem so bad to Euros (the people of Europe that are filled with the vision of an EU dominance) since it is now in the dust heap of history. The Euros fear our dominance because our values and morals still remain quite conservative, as opposed to their 'anything goes' societies.
Most Euros should just STFU and mind their own Eurolandic problems. When they start defending their own countries, sending billions in aid to the rest of the world, and putting out fires in Africa, Asia, and anywhere else, maybe then I'll care what they think.
To the Europeans who back the U.S. and remember all of the good we've done (i.e. Marshall Plan, Fall of the Berlin Wall, etc.) I'll gladly listen to you any day, these were the folks who were nice to my brother and I when we were in Ireland.
Unfortuneately the 'new generation' of Europeans are mainly the Euros types, who want an end to American Hegemony. These are the unfortunates, because EU hegemony would spell the end to capitalism, and republicanism.

Is there another way than "maliciously" to declare war?

"Kindly" perhaps -- or "lovingly?"

Although the answer to that might be in the instance of once-great Britain's 1939 declaration: "foolishly" and/or "Sheepishly" and/or "with resignation." [In that having disarmed itself and its every subject in the years between the world wars and having stuck its tail between its legs and appeased the world's and its empire's every bully, it became resigned to the reality that no belligerant could possibly be expected to take it seriously.
