Businesses are not part of our government. Business owners and managers determine how they want to run their businesses. An SBA loan is only a loan guarantee. I know of no requirement that a business must speak English only to obtain loans or guarantees, I would oppose such a requirement as it is not the governments business. I do think immigrants should be required to pass a basic English test to obtain citizenship or government services. Many legal immigrants do this to their credit.

No. SBA loans and guarantees are credit based and secured by assets of the borrower, like any other loan. Your point is silly. Like asking -"Should a person who pays taxes to the government, be required to speak English?".

You are very wrong and misinformed. I am very familiar with HD hiring requirements and you must either be a legal resident or show proof that you can work in this country. It's on the I9 form.
