In the early 1980's when I was a student at Iowa State University, there were many Iranian students there. Iowa State has a great engineering school, including nuclear. It seemed like most of the Iranians were engineering or science students. Yes I believe that they have the human capital to have developed nuclear weapons, I'm not informed enough on the issue to know if they have the other pieces.
I do know that Iran is not the typical arab type of culture, they have a much more Western background than people usually think of.
