Democrats have also promised to retaliate against any rule change by invoking other procedural hurdles that could bring the Senate to a standstill. And what's the downside to that? Don't we have enough laws already?

Hmmm . . . dunno if I'm ready to throw the "C" word around just yet.
The democrat hacks are anti-American for sure in my opinion. There is also no question that many of them are on the left left side of the spectrum. That's as far as I'll go for now.

No Senator, the Senate has not refused. Instead 40 Democrats have refused to let the Senate vote on it.

I believe at least six of those being submitted again didn't make it out of committee in the 108th due to 'blue slips' being placed on them by Levin and Stabenow of MI.... Four in the Sixth District and two in the Eastern District of Michigan..... I'd guess they will place 'blue slips' on them again...

Senate Majority Leader Bill Frist, a Tennessee Republican, has threatened to change the Senate's rules to prevent any more procedural hurdles known as filibusters against judicial nominees. And Iran has promised a sea of fire.
Like Iran Frist is all smoke and no fire.
