This apocryphal document is only posted on extremist right-wing websites.
No scholar referrs to it.
Beria was a hideous psychopath, but this document is using fake Beria documents to criticize American government and society. It is very dishonest. There is no comparison between today's America and Beria's Russia.
Some iht wind extremists are also anti-semities so they use Beria's Jewish roots to bash Jews.
What better way to keep the paranoid in line than by feeding their paranoia? Doesn't surprise me a bit.

Amy Knight's book on Beria is probably the most reliable source on his policies. A lot of stories about him are really not well-documented.

If you look at your document, it is put out by Roy Masters of "THE FOUNDATION OF HUMAN UNDERSTANDING."
