The hell he didn't.....from his speech....

Destructive agenda = fighting tyranny, right, Nancy? We can't have that.

Not every oppressed people will be able to do this. Or even have the will. The Iranians might, maybe Venezuelans, and Taiwanese, mexicans won't, etc.
