The hell he didn't.....from his speech....

And now we will extend this vision by reforming great institutions to serve the needs of our time. Not every oppressed people will be able to do this. Or even have the will. The Iranians might, maybe Venezuelans, and Taiwanese, mexicans won't, etc.
