Most of the evidence tends to point to OPEC (with Saudi wielding a controlling hand) controlling production in order to raise prices in order to drive Bush from office. The Saudi niche is a crucial niche. They aren't the biggest producers. They produce a little more or a little less in order to stabilize the flow and prices. They cut back, prices go up.

This is why drilling in ANWR is so important. ANWR wouldn't give us 100% supply, but it would replace the Saudi niche of fine-tuning flow and thus WE would be the stabilizer of prices, thus taking that hidden Ace away from the Saudis.
