I'm not sure that it would. Being prepared is not the same as acting. AFAIK, Kofi Annan is still unpacking from his ski trip.

Yes, I would guess that they have some resources, assuming the oil-for-food program didn't use up all their funds. In any event, I doubt the UN can match the US, which is already on the ground getting help to people.
