I didn't hear that. Saw Fox and Friends for the comparison. Do you have a source for the loan versus donation part? Did I miss it on Fox?

Since I found this claim hard to believe:

1: The United States donated 35 Million dollars within 3 days of the disaster in Indonesia.

2: France donated $130,000 thus far (now 4 days).

I searched Internet for facts, and here they are:

UNITED NATIONS (CP) -

- The international community has pledged more than $280 million US in emergency aid for victims of the tsunami
- planeloads of supplies leaving Britain and France on Wednesday.
- Russia sent a third relief plane to Sri Lanka carrying military-issue tents, drinking water, water purification stations and disinfecting supplies.
- U.S. initial pledge of $35 million, including military manpower and damage surveillance teams in the short term and long-term rebuilding assistance.
- Canada said it would donate a total of $40 million Cdn, about 33 million US.
- Germany boosted its initial $2.7 million in emergency aid to $27 million.
- Spain on Wednesday announced the largest single contribution - $68 million.
- Japan has pledged rice and $30 million in emergency aid and sent disaster relief and medical teams to Thailand and the Maldives.
- Britain pledged $28.9 million for the relief effort. The British-based relief agency Oxfam raised $1.2 million in three days from private donors.
- France announced $20.5 million in aid Wednesday and said it was sending aid to Sri Lanka, Indonesia and the Maldives.
- Australia said Wednesday it would give another $19.5 million in aid, increasing its total pledge to $27.6 million.
- Denmark donated $15.5 million toward that effort.

also found this from the UK. My initial posting was from information by Fox News, begin day 4. I think France got on the pony after the horse left the gate - - but at least they are riding and not eating it.
