The article doesn't say what he's apologizing for --- the rest is just about his career and songs.
I believe that STipe is apologizing for "the US not caving in and giving amnesty to all illegals and having our borders wide open, at least more open that they are today". It is a silly "apology", all given by the Drama Queen Stipe for effect.
I guess he doesn't know that millions of illegals take billions back to Med e co and if not for that, Mexico would be bankrupt.

Caca de toros. I read the Spanish. You do not go to South America to apologize for anything. Those people are just like us, except for Portuguesa en Espanol. When you decide how to communicate, everything else is just fine.
It could be that --- or it could be for not going along with the Mexicans as far as their vote against us with the Iraq War --- I think Stipe believes that we should have folded on that after Mexico voted against us.
