The devolution of our Consitutional government continues. States now act as their own international representatives tripping over themseleves to implement standards created by a corrupt socialist organization who's only purpose is to redistrute US wealth and "equalize" our economy, standards and culture with third world countries.
What do you want to bet, the states regionalize in a couple of years? No need for Washington, the Constituion and legal standards set by our own people, is there?

Perfect test case to show why Kyoto is damaging to US companies and jobs.
When Pataki forces the rules onto the New York companies they can pick up and move to another state (instead of aother country) and show everyone what will happen if Kyoto is signed!!!
If the rest of the country stands firm we will see the economc decline of the Kyoto states as industry leaves the Kyoto states for the still free states.
They are responding to the electorate in their own liberal states. I wouldn't consider it an embarrassment for Bush. That's what the people there would vote for, if they had a chance.

No it doesn't.
States are free to enact any law, so long as it is constitutional and does not go directly against any Federal law.
New York has just recently passed a 'vehicle smog and inspection law', that, in my opinion, will take much more freedom away from the citizens of the state.
The 'law' basically states, that if you allow your vehicle inspection to 'run out', you will be fined $150.
There will be no 'notification of intent'. Just as fine that is received in the mail that is MANDATORY.
So anyone in New York who stores a car for the winter better be absolutely sure it's inspection doesn't run-out before it's taken out of cold storage before spring.
I park my Trans-Am every winter and keep it insured and registered, but the Inspection is due in March, and I generally don't take it out of storage until May.
Everyone pays in this picture except China, the biggest polluter of them all. We voted this down once...and that better happen again if it comes up.
