Yes...and so do Absentee ballots in a recount.
Just cause there are 'x' number of ballots doesn't mean they'll all be counted does it?
According to official totals it's statistically impossible -- even if every ballot was valid and was for Kerry. You can verify the numbers at http://election.sos.state.oh.us/ .
Bush, George W. (R) -- 2,796,147
Kerry, John F. (D) -- 2,659,664
Difference -- 136,483
Ohio provisional ballots -- 135,149

Well all those Provisional Ballots will go to the County election committee to be either verfied good or thrown out for cause. If thrown out for cause that voter must be notified within 30 to 60 why their vote wasn't counted.
SO from my experience from yesterday I would say that a good deal of those ballots will be thrown out.
Kerry has learned to count and spell Loser.
