And FWIW, Rock Hill is the only town who's city government is so askew in the cranium that they hired a deaf mute woman to staff the front receptionist desk in the city hall/city government complex. I swear to God! I experienced it.

That's standard procedure for city government! I worked 25 years for City of San Francisco and seen lots of weirdos hired as front receptionists. One was a hippee with sandals who picked his toenails constantly, forced on us by the Mayor (they always dish out jobs as favors). We never got our calls answered because he was using city phones to call his buddies long-distance in Florida. And, he was using our extension numbers to dial out so we couldn't get our business calls done. After most of our staff complained (and the Mayor refused to do anything because we were infringing on the hippee's civil rights), the chief administrative officer checked on him, and the fool hippee offered him some cocaine and joints out of the front desk drawer! Gone! Other receptionists were not only on drugs, but boozed all day.

Maybe the police departments are stuck with idiot staff in the same way?
