Actually, Carter granted amnesty to draft-dodgers and deserters immediately after his inauguration - on Jan 21, 1977 - he didn't wait until 1978 !

Be that as it may, Kerry still needs to sign the DD180. He wants to run on his 'war record' but doesn't want us to actually see those records. Classic Kerry.

Hey guys

When I was discharged a copy of my DD214 went to my home state of record and more specifically to my home county of record. I even got a copy of it there one time (Leon County, FL). Now this was in the 80s - what was the policy in the 70s??? And are these public records?
