The time to bury additional weapons is when nobody is looking. Think of this activity as akin to a squirrel laying up a supply of nuts in the fall, in preparation for the winter the squirrel has perhaps never seen, but is hard-wired to be prepared for.

Not yet- not even close. Right now, a cache of military weapons is like fire extinguishers. You make sure you have enough of them, maintain them carefully, and pray the day never comes when you have to use them.
Just the possibility of armed insurrection is enough to influence political decisions. Back in the 1980s, Democrat Governor Cuomo of NY wanted to put a nuke dump in a small, rural Republican county. It didn't happen. As I heard tell, besides nonviolent protests, the locals had formed a militia- ATVs, assault weapons, MREs, etc. It came to a head after the State Police were shown on Channel 4 out of Buffalo beating unarmed protesters and their horses with nightsticks (watched it myself.) Right after that, Cuomo cancelled a trip to Allegany County (for his own safety) and stopped the whole project. Cuomo didn't have the cojones to call out the NY Guard to enforce his will.
I am putting an evil, black flash hider on my rifle now that the ban has ended. This enables me to fire 10,000 nuclear warheads per minute at my opponents.
