Correct. They come out and say this after the school attack in Russia. They have helped fuel such attacks by convincing terrorists they will work, if just ferocious enough or timed well. The proper response would be to mail a million copies of photos of dead Russian schoolkids to the Spanish embassy.

Anyone who knows about Spain politics in the last couple of decades knows that the Partido Socialista was only able to maintain its electoral prospects by cutting an accomodationist deal with ETA, the Basque separatist terrorists.
