It was the government, and spending our money would not be a problem.
When I worked for the Dept. of the Navy (1983) my first task was to write technical software documentation. My boss orginally wanted me to write it long hand, hand it off to a secretary to type, and then back to me to review/correct. Since I type 1.6B words a minute I said no effin way and that if they didn't get me a computer to do it on, I would quit. They ended up spending around $10K on a Heath/Zenith Z-100 (CP/M based) for the word processing. Good thing too, since the document ended up being 400 pages.
What I'm getting at is that the gov't spending the money on the Selectrics is not really far fetched.

I just took the trouble to type the fourth memo ("SUBJECT: CYA") on Microsoft Word. Default margins, Times New Roman font. The spacing is EXACTLY THE SAME as the memo as reproduced on MSNBC!!! Everything lines up exactly.

Watch Your Six
Watch Your Six is the term used by military aviators of which CoverYourAss (CYA) is the civilian analog. I put it in as a euphemism for such things as CYA, which is the motivation for things like PearlHarborFile(s). The issue is that when you are directed to do stupid things, you need to be sure that the system isn't setting you up as the fall guy. GetItInWriting is probably one of the related ideas. BlowingTheWhistle is a nice strategy, but tends to shorten your employment and make you unemployable to boot. So the next best thing is to make it obviously dangerous to make you the fall-guy so that such predators will search elsewhere for targets. For me, Dan Rather lost the little credibilty he had left during election night 2000 when he was obviously trashed. My friend worked at a local CBS affiliate at the time and they were so embarassed by the drunken fool that they switched to CNN for most of the coverage.
