What about this scenerio:
Thousands of sleeper terrorists walk into elementary schools, middle schools, and other voting sites the morning of election day with suicide bomb belts on. They blow places up all over the country, causing chaos and keeping people from voting. Then we have to come up with an alternative voting date and/or method for this year.

In the last election, an Al Gore campaign operative leaked word to the press that a young George Bush was stopped on suspicion of drunk driving years earlier. It undoubtedly cost Bush thousands of votes. If that illegal leak of court documents cost George W. Bush 0.53% of the vote, then it cost him the "popular vote" in the 2000 general election.
