I think you are right. He was considered a dangerous opportunist and quickly dispatched.

My understanding (from limited sources, who knows of course) is that Harold may have spent some time in Normandy with William, possibly shipwrecked. Some speculation I have read goes along the lines of Harold having eventually been pushed to make such a promise in return for his being able to go home alive. William was without a doubt a very ruthless man, and might have had no qualms taking advantage of Harold's situation to extract such a promise.

No. If "England" were used at all at that time, it would cover only the south and southeast, not even Cornwall.
