but it wouldn't make him eligible for either ribbon though would it??? i thought he got those only after he actually served in country

If you scroll down you will see this
On 8 June 1967 Ensign John Kerry reported on board for his first tour of sea duty. His tour ended a year later, on 6 June 1968,

By using a Kennedy connection......he was able to get the designation PI (political influence ) in his personnel file at DOD. That's all it takes to be able to get away with stuff other's would be dishonorably discharged for.
