He said there are three options: melt the ice and build, keep it frozen and build, or don't build.

I wonder how much money was spent to get those 3 options from the experts?

Ice lenses are everywhere. You can dig them out, line the pit, and backfill with gravel. If you leave them they will eventually go away on their own leaving a continuing maintenance expense.
