Reduce the number of players and allow them to sub so they have the energy to really go all out and you may be on to something...but that's more or less already a sport called ice hockey...
Why all the soccer threads (3 in the last 2 days and I've not read through this one yet) lately?
Oh, and some of the best games I have ever seen were 0-0 ties.
One might wonder why so much time is spent on writing (and posting) articles about this topic... Nothing better to do?
