I think at some point (and maybe this is wishful thinking) most of the terrorists/insurgents will realize we aren't going away, Saddam isn't coming back, the future belongs to the Iraqis, and that further resistance is pointless. They will see the new Iraq beginning to take shape and they will want to be part of it rather than dying like vermin.

One thing it took me a long time to realize about this war was that even if most Iraqis hated Saddam and wanted a better life, they had been taught all their lives not to trust Americans, so winning that trust would take time - a long time. That is why Abu Ghraib was so devastating - it set back the trust factor. But the power transfer was a big deal, and so far Allawi has handled it pretty well - better than we could have hoped.
