Because he thought he wouldn't get caught. Which means that whoever was supposed to be watching him was a Clinton friendly. Apparently, there was someone watching the watcher.
They are dumping the "Roast Duck" and replacing it with "Feathered Crow"
The "Fresh Cantaloupes" has been replaced with "Sour Grapes"
For Desert, the menu has changed from "Cherries Jubilee" serve flaming to "Lemon Pie" served in the face.
The Souvenir Party Favors they would normally leave with, have been replaced with an "Egg Facial"
If he put them in the leather folder, he figured someone might ask to examine it. Perhaps there was such a procedure in place.
Putting them down his pants was foolproof.......especially for someone with a criminal mind. He'd be out of the building and no one would be the wiser.
I do believe they must have him doing the dastardly deed on tape, since he'd be unlikely to admit to the crime otherwise.

Clinton testifies before 9/11 panel
WASHINGTON: Former US President Bill Clinton testified in private session Thursday before the September 11 commission investigating the devastating 2001 attacks on the United States.
The former Democratic president testified privately to the panel in Washington after it earlier heard public testimony from Condoleezza Rice, President George W Bushs national security adviser. The commission found the former president forthcoming and responsive to its questions, the panel said in a short statement, which gave no details of what Clinton said.
It added that Clinton had provided excellent cooperation to its inquiries, and that he gave testimony and answered members questions for three hours.
