Individual pro choicers are not giving scandal to the church so long as they are not promoting the practice. It is betwên them and God. They are receiving invalidly and are thus committing further sin when they receive.Some priests have admonished such people from the pulpit and individually but do not generally refuse them the host. The politician not only commits the primary sin but publicly promotes the sin and is thus causing scandal to the Church, scandal to the believers.
