If the attack were by a private citizen, I might quickly assess whether the madman can be stopped with anything I have, whether my Browning shotgun would suffice, or anything else which might prove useful in deterring the driver. Seeing that it is heavily armored, I would contact the governor and demand quick action by law enforcement which has access to the tools to stop this behemoth infringement of rights, even if all my property were already destroyed and he's moved on to infringe the rights of my neighbors.

I see no indication of any thought given to stopping the bulldozer, only killing the driver. While it may not be an exhaustive list, I don't see any reason to assume you'd list what you'd do first, then what you'd do forth or fifth, or tenth, and skip everything in between.
