It appears to be transparent as it's fitted with cameras which project what is in front of the wearer onto the back of the cloak, and vice versa. At least if you're looking along the axis it's pre-programmed for. Go 30 degrees off-axis and I'm guessing it's nowhere near so transparent. Try a view from overhead, or from the side, I'd guess it's not "transparent" at all.
Unless each "camera point" has multiple cameras aimed in multiple directions, with corresponding directional emitters at each "emission point."

Once the enemy is close enough that they cover a +/- 30 degree field, it's time to leave

Yup . . . It's a very complicated problem, but I'm glad to see they're still working on it!
I was watching a 'Wings' program a few months ago that was covering stealth technology and one of the generals in charge of research said there was no reason in principle that someday we can't have stealth technology at visible wavelengths, just as we now have it for radar wavelengths. So it looks like there are at least two feasible ways to approach the problem . . . Very cool!

A cloak of invisibility, just what you need to wear while crossing the street. It reminds me of a Saturday Night Live skit I saw once about unsafe Halloween costumes. One of the costumes was called Invisible Pedestrian.

Saw a report about this about six to nine months ago. It was out of Japan. Pretty intense stuff. Instantly reminded me of the cloak device used in the movie Predator.
