There's no reason to think that years later, any of these cats would have any knowledge of Berg, especially if Moussaoui just used his account to send emails. Hardly means a thing.

Well, payroll tax crap has to be filed monthly and the gov takes it seriously. Since he knew he was going to be abroad, it would make sense to hire someone to handle it.
