Seriously doubt that the houses were empty based upon prior videos of Specter's in action.
Yup! Any video I have ever seen of Spectres in action shows little white dots running around...and then they just sort of disappear in a brilliant flash. Even when they don't actually kill the bad guys, they ruin their day. A Spectre can destroy an entire parking lot full of vehicles (armored, or not)in about 15 seconds.

It wasn't a Spectre. That was a C130U *Spooky II*, with the 20mm M61 Vulcan guns replaced with a 25mm Gatling. And all sorts of nice defences against shoulder-fired heat-seeking missiles.
